"The Emergence of the Modern State of Croatia" is a collection of papers, speeches, and expert analyses presented at the international scientific conference "How the State of Croatia Was Formed in 1991" and at the ceremonial session of the Croatian Academy of Sciences and Arts on the occasion of the twentieth anniversary of Croatian statehood. The introductory note highlights the context in which the conferences were held and emphasizes that the texts represent the personal views of the authors.

The first part deals with the historical and political processes that led to Croatia's independence. It includes welcoming speeches by representatives of state institutions and scientific papers that analyze key acts on sovereignty, international recognition, the role of individual states and international factors, internal political tensions, Serbian autonomous movements, and the chronology of events from 1990 to 1991. The authors also present the military, diplomatic, and geopolitical circumstances that shaped Croatia's path to independence.

The second part focuses on the ceremonial session of the Croatian Academy of Sciences and Arts in 2011, at which state officials and academics reviewed twenty years of statehood.
