The fable illustrates the idea that it is easy to propose a solution, but much more difficult to take action.

"The Mice Assembly" is a famous fable often attributed to Aesop, although it is not certain that he was its original author. The fable is about mice trying to find a way to protect themselves from a cat. One of the mice suggests that they hang a bell around the cat's neck so that they can hear it when it approaches. Although everyone likes the idea, no mouse wants to take the risk of doing it.
