In the novel, the author describes and comments on domestic socio-political phenomena with dark humor and criticism, almost vaudeville-like, while using a good deal of lively and juicy Međimurje speech.

Krunoslav Mikulan's novel Shangri-la, defined in its subtitle as a collage genre, consists of a dozen or so more or less tightly linked stories that revolve around two protagonists: an unnamed municipality in Međimurje and Helena, the daughter of the municipal mayor. In the selected time period of this satirical bildungsroman, we follow the maturation of the aforementioned local government unit as well as the path to maturity of the young woman Helena, who, in a series of vicissitudes, becomes a self-confident young lawyer and takes over the management of the municipality.
