Within the limits of democracy is a collection of sharp, witty and often bitter aphorisms in which Aleksandar Baljak satirically observes Yugoslav society, politics, government, ideology and everyday life in the late 1980s.

The book belongs to the tradition of Serbian satirical aphorism (along with authors such as Radoje Domanović, Dušan Radović and others). Baljak writes short, precise and ironic sentences that expose the absurdities, hypocrisy, bureaucracy, cult of personality and limitations of "democracy" in the then system. The book was published at a time of growing social and political tension in Yugoslavia (immediately before its disintegration). Due to its sharpness and topicality, it experienced solid success and confirmed Baljak as one of the most prominent aphorists of the generation.
