The plot revolves around their plot to assassinate the British Foreign Secretary, Sir Philip Ramon, for his insistence on promoting an extradition bill that would endanger innocent people.

The story begins in London, where the Four publicly announce their intention, causing panic among the public and the police. The novel details their ingenious strategy, including sophisticated methods of intimidation and manipulation, while the police, led by Inspector Falmouth, desperately try to prevent the assassination. Wallace masterfully builds tension, using short, fast-paced chapters and unexpected twists. The characters of the Four are complex - at once charming, intelligent and morally ambiguous, which makes the reader question whether they are heroes or villains.

Throughout the story, Wallace explores themes of justice, morality and the limits of the law, raising the question of whether violence can be justified in the fight against injustice.
