"Svjetski izazov" rezultat je zajedničkih razmišljanja članova "Pariške grupe".

Članovi grupe bili su vrhunski svjetski stručnjaci koji su 1980 pokušali definirati probleme s kojima će se suočiti post industrijsko društvo. Njihova je teza bila da je Zapad zgrnuvši u trideset godina silno bogatstva na nerealno niskim cijenama nafte stvorio potencijalno eksplozivnu situaciju na relaciji bogati - siromašni među kojima su dominirale islamske zemlje.
