The authors state that short prison sentences can have a limited effect on reducing crime and recidivism and that more investment should be made in alternative forms of punishment and rehabilitation, in order to achieve the real long-term goal of reducing criminal behavior. They believe that the penal system should be directed towards preventive measures and educational programs that would better help in the reintegration of criminals into society.

The book is significant because it raises the question of the effectiveness of the traditional system of punishment and points to the possibilities of transforming the penal system in the direction of more humane and effective methods of sanctioning and resocialization.
