Eine Sammlung von vierzehn Essays von sechzehn angesehenen Wissenschaftlern aus sechs Ländern, die die Entwicklung und Bedrohung durch neue Waffen in zukünftigen Kriegen vorhersagen, insbesondere im Kontext des Kalten Krieges und des technologischen Forts

Zu den Themen gehören konventionelle und Guerilla-Kriegsführung, Atomwaffen, Luft- und Raumfahrttechnologien, Computersysteme, U-Boot-Kriegsführung, chemische und mikrobiologische Waffen, autonome Waffen und geophysikalische Kriegsführung. Besonders hervorzuheben ist der Aufsatz „How to Wreck the Environment“ von Gordon J.F. MacDonald, der vor der Möglichkeit warnt, Technologie als Waffe zur Manipulation der Umwelt einzusetzen.

Die Autoren äußern ihre Besorgnis über die potenziell zerstörerische Wirkung neuer Technologien und fordern internationale Zusammenarbeit und Rüstungskontrolle, um eine Eskalation von Konflikten zu verhindern. Das Buch dient als Warnung vor den Gefahren einer unkontrollierten technologischen Entwicklung im militärischen Kontext.
