The work has served as a basic textbook at law schools, administrative schools and postgraduate studies for more than three decades, not only in Croatia, but also beyond. Its systematic structure and clarity of presentation have enabled generations of lawyers, political scientists, social workers and other experts to acquire fundamental knowledge about administration.
The book is divided into three main parts:
General problems of administration – analyzes universal aspects of administrative organizations, including concepts such as bureaucracy, hierarchy, normativity and communication.
Specificities of different administrative systems – explores how different political and social contexts shape administrative structures and processes.
Problems of individual administrative services – focuses on specific challenges faced by specific administrative units, such as personnel policy, financial management and public relations.
In his work, Pusić emphasized the importance of an interdisciplinary approach, connecting legal, sociological and political aspects of administration. His works, including The Science of Administration, remain relevant today, providing valuable insights into the theoretical and practical dimensions of public administration.
