Wells analyzes the collapse of old nation-states, economic crises, technological progress and a series of global conflicts that gradually lead to the creation of a centralized World State. In this new order, science, education and technical management become the foundation of society, while traditional political and religious structures are gradually suppressed.
The text combines essayism, political theory and speculative fiction, so the work is often read as a dystopian-utopian vision of the modern world.
