Javno privatna partnerstva

E. R. Yescombe

In Public-Private Partnerships, Policy Principles and Financing, E. R. Yescombe focuses on practical concepts, issues and techniques.

During the last decade, financing of the private sector through public-private partnerships (PPPs) has become very popular all over the world as a way of securing and maintaining public sector infrastructure in sectors such as transportation (roads, bridges, tunnels, railways, shipping and airports), social infrastructure (hospitals, schools, prisons, social housing), public utilities (water supply, wastewater treatment, waste disposal), government offices and other specialized services (such as communication networks or defense equipment).

Public-Private Partnership, based on the author's practical experience in both the public and private sectors, provides an overview of key issues and compares international policy practices in deciding to accept or not PPP and the specific application of this policy approach through PPP contracts, and does not expect the reader to have any prior knowledge of project financing. Public-private partnership also deals with concession and PFI models of PPPs and enables a structured introduction in this area. The author focuses on practical concepts, issues and techniques, while not assuming any prior knowledge of PPP policies or financing from an international perspective presents the framework and development of PPP policy; covers financial analysis, structuring and investing in PPPs from both the public and private sector.
