The plot revolves around a failed mission by the British intelligence service (known as "The Division"), which attempts to restore its relevance by infiltrating agents into East Germany to verify the alleged existence of a Soviet missile base. Agent Leiser, a former Polish émigré, is given a chance for redemption and returns to the field, but the mission suffers from incompetence, outdated equipment, poor preparation, and bureaucratic arrogance from the very beginning.

In this novel, Le Carré portrays espionage not as a glamorous adventure, but as a tragic, meaningless power game, in which people become expendable commodities. The main themes include moral emptiness, professional hubris, and the collapse of imperial illusions. The novel also serves as a critique of British politics and nostalgia for the glory days of World War II.

"The Looking Glass" is a cold, rational, and deeply human novel of self-deception, loyalty, and failure, characteristic of le Carré's more mature phase and significantly different from popular spy clichés.
